Deterrent

Something that discourages an action by creating fear of negative consequences, even if enforcement is rare or unlikely.

A penalty, threat, or consequence designed to discourage unwanted behavior by making the cost or risk appear unacceptable. Deterrents work through the fear of punishment rather than certainty of enforcement; their power often lies in their existence and visibility rather than frequent application.

What this means in real life

A visible security camera in a store parking lot deters car theft because potential thieves fear being caught on video, so they target unmonitored areas instead.

What it isn’t

A deterrent is not the same as a punishment. Punishment happens after someone breaks a rule; a deterrent aims to prevent the rule-breaking from happening in the first place by making the threat of consequences known beforehand.

Commonly misused online

People often use 'deterrent' to mean any negative consequence, but it specifically refers to something that *prevents* behavior before it occurs—not a penalty applied after the fact.
